John Singer, The Village It came to my attention today that the city knew about the completion date all along. It never was going to be completed by Feb 18. It has 3 separate stages. Right now, it is in stage 2, which goes through March. Stage 3 goes through April, so the traffic mess isn't over yet by a long shot.
